Vista.. why aren’t some things in this update?

For instance something I’ve wanted for years with Windows is the ability to rearrange items on the taskbar (open windows). Alas as far as I know you still can’t do it. So you have to download and install some other app to do it. I think I’m just going to use mods to create my own OS from now on.
